There is a service agreement between the Ministry of Health and all hospital and health services (HHS) for the delivery of public health services. Tasmania`s annual health services plan documents the nature and level of health services provided by HRT and the means available to HRT for the delivery of these services. The current service plan covers the period from July 1, 2019 to June 30, 2020. All changes to the service plan during this period are recorded either as service plan revisions or as changes. The policy framework, published by the department`s CEO as systems manager, sets out the binding legal and financial framework that all health care providers must follow to ensure effective and consistent approaches to meeting government budgetary and financial procedures and requirements; Process of purchasing and allocating resources throughout the VA health care system. The VA health care system operates under an Outcome Based Management (OBM) framework under Section 61 of the Financial Management Act 2006 and Treasurer`s Instruction 904, in accordance with its statutory obligation as the VA`s public authority. The enterprise agreement was approved on June 7, 2019 and has an expiry date of October 31, 2021. All changes to the service agreement during this period are recorded in an amendment. Va`s financing and purchasing guides provide information on obtaining financing, procurement policies and mechanisms, and the process of allocating resources for health services in the VA. Service agreements make resource allocation decisions and provide the framework for evaluating services. They are the primary budget accountability tool that defines the roles and responsibilities of the system manager and integrity service providers. The agreement applies to all registered nurses and midwives, registered nurses and nursing assistants employed in the ACT Public Service.
The agreement applies to all physicians employed by the Public Health Directorate and Calvary Public Health Care ACT Inc. (this does not include guest physicians). By complying with service agreements, health care providers are committed to meeting the service obligations and service requirements outlined in the service contract. The division head, as systems manager, agrees to provide the financing and other support services described in the service agreements. The enterprise agreement expires on April 4, 2019 and has an expiry date of October 31, 2021.
